Consulting for Development (CfD) is managed by Matthew Cooper. Matthew is an experienced development professional, having worked as a researcher, consultant, and evaluator on wide ranging assignments in health, agriculture, forestry and climate change. Matthew has previously worked for a number of development consultancy practices, as well as in the charitable and financial sectors. He holds an MSc in Health Economics, Policy and Management from the London School of Economics.

Matthew works with clients in a solution-oriented manner. His core capacities lie in strategy and policy analysis; performance monitoring; independent evaluation and review; economic and financial analysis; organisational development; research and analysis; facilitation; and project management.
Matthew’s areas of expertise include health economics; market dynamics; development finance and innovative financing; health systems strengthening; value for money (VfM); sexual, reproductive, maternal, newborn, child and adolescent health; immunisation; communicable diseases, including HIV and AIDS, TB and malaria; nutrition; and health management information systems (HMIS) and civil registration and vital statistics (CRVS).
Matthew has worked extensively with Gavi and the Global Fund, as well as with the ELMA Foundation, UK Foreign and Commonwealth Development Office (FCDO), Gates Foundation, Medicines Patent Pool (MPP), Partnership for Maternal, Newborn and Child Health (PMNCH), Public Health England, Stop TB Partnership, TB REACH, UNICEF, UNITAID, Wellcome Trust and WHO. He has significant experience of working globally and at the country level, including in Cambodia, Ethiopia, Ghana, India, Indonesia, Kenya, Mozambique, Myanmar, Nigeria, Pakistan, Sierra Leone, South Africa, Sudan, Tanzania, Uganda, Zambia and Zimbabwe.
